When was asbestos banned in the UK?

Asbestos was banned in the UK in stages: blue (crocidolite) and brown (amosite) asbestos were banned in 1985, and white (chrysotile) asbestos was banned in 1999. Any property built or refurbished before 2000 could potentially contain asbestos-containing materials (ACMs). Properties built between 1945-1985 are at highest risk.

What is the duty to manage asbestos?

Under Regulation 4 of the Control of Asbestos Regulations 2012, the duty holder (usually the building owner or employer) must manage the risk from asbestos in non-domestic premises. This includes identifying ACMs, assessing their condition, preparing a management plan, and informing anyone who might disturb the materials. Domestic properties are exempt except for common areas.

What types of asbestos survey are there?

There are two main types: a Management Survey (standard survey for ongoing management, non-intrusive) and a Refurbishment/Demolition Survey (R&D survey, intrusive, required before any building work). Since January 2024, these are covered by HSG264. An R&D survey must be done before refurbishment or demolition of any pre-2000 building.

Can I remove asbestos myself?

You can remove small amounts of non-licensable ACMs (cement products, textured coatings) yourself if you follow HSE guidance, use appropriate PPE, and dispose of waste at a licensed facility. However, licensed removal is required for: sprayed coatings, lagging/insulation, and insulation board (AIB). When in doubt, always use a licensed contractor.

What are the most common asbestos materials in UK homes?

The most common ACMs in UK homes are: textured coatings (Artex) on ceilings/walls, vinyl floor tiles and adhesives, corrugated cement roof sheets (garages/outbuildings), soffit and fascia boards, pipe lagging and boiler gaskets, and AIB (asbestos insulation board) panels. The 1945-1985 era saw the heaviest use of these materials.
