The Construction (Design and Management) Regulations 2015 set out duties for all parties in a construction project: clients, designers, principal designers, principal contractors, and contractors. They apply to ALL construction work in Great Britain, regardless of size.

A project is notifiable if it will last more than 30 working days AND have more than 20 workers on site simultaneously at any point, OR will involve more than 500 person-days of construction work in total. Both thresholds must be checked.

The F10 notification is submitted online via the HSE website before the construction phase begins. Under Schedule 1 to CDM 2015 it must include: the site address and project description, the client’s details, planned start date and duration, the estimated maximum number of workers and number of contractors, and — where they have been appointed — the names and addresses of the principal designer and principal contractor (these only exist on projects with more than one contractor). It is the client’s duty to give notice (Reg 6(2)).

The principal contractor (PC) is appointed by the client for projects with more than one contractor. The PC plans, manages, and coordinates the construction phase, produces the construction phase plan, and ensures all contractors cooperate on health and safety.

Yes, CDM 2015 applies to all construction work including domestic projects. However, for domestic clients (homeowners having work done on their own home), the client duties pass automatically under Reg 7 to the contractor (where there is only one) or the principal contractor (where there is more than one). Alternatively, a written agreement can pass those duties to the principal designer. So a homeowner does not normally carry the formal client duties themselves.
