This calculator compares target design flow rates against measured flow rates for each ventilation terminal to assess system balance and compliance.

Commissioning check

Pass/fail criteria

The Building Regulations pass criterion for new dwellings is set by Approved Document F Volume 1 (2021), Appendix C: the measured air flow at each fan/terminal must be equal to or greater than the design value. A terminal below design is not compliant and must be adjusted until it matches design — there is no negative allowance in ADF.

The familiar ±10% air-balance band comes from BSRIA BG 49 (Commissioning Air Systems), a best-practice tolerance for balancing, not a Building Regulations requirement. This tool reports both: terminals within ±10% (the BG 49 balance check) and terminals below design (the ADF compliance flag). The flow-measuring instrument must itself have ±5% accuracy and be UKAS-calibrated within 12 months (ADF Vol 1, Section 4).
